Labour Permit (Right to Work)

Foreign nationals conducting entrepreneurial activity or working for a Georgian company must now obtain a Right to Work (Labour Permit). This applies to both employees and self-employed individuals who do not hold permanent residency. 

The permit is tied either to a specific employer and position (for employees) or to a defined field of activity (for self-employed applicants).


Self-Employed Applicants

Entrepreneurs and Individual Entrepreneurs must apply directly through the Labour Migration portal. Applications require proof of professional experience, business activity details, turnover records (if applicable), or a business plan for new ventures. A short interview is conducted before approval.

Who Is Affected

The system applies to foreign nationals without permanent residence who are employed locally or operating a business in Georgia, including Individual Entrepreneurs and company partners. Permanent residents, investment residence holders, diplomats, refugees, and certain treaty-based categories are exempt.

Processing Time & Government Fees

The Labour Permit processing time is up to 30 calendar days, with an expedited 10-business-day option available. Government fees start at 200 GEL for standard processing and 400 GEL for expedited review. Permits are generally issued for 6–12 months, or up to 3 years for IT professionals.

FAQs

Where can I apply from?

The application is submitted through the Government's online portal at http://www.labourmigration.moh.gov.ge/, so you can apply from anywhere in the world. However, your physical location at the time of approval determines whether you'll need to apply for a D1 visa from abroad or a residence permit from within Georgia once your permit is granted.

Are there any additional fees?

Yes. In addition to our service fee, the Government charges 200 GEL for standard processing (up to 30 calendar days) or 400 GEL for expedited processing (up to 10 business days). These fees are paid directly through the application portal. For bundle packages, the relevant residence permit government fees also apply.

Can you assist with residency permits after getting a labour permit?

Yes, and we strongly recommend handling both together. Do I have to be in Georgia to apply?

No. The application process is fully digital and can be completed remotely, including the mandatory video interview with the Government representative. However, if you are already in Georgia when your permit is approved, you will need to act quickly on the residence permit side, as the law gives you just 10 calendar days to apply.

What if I already have a business in Georgia?

If your business is already registered and operating, you're in a stronger position than someone starting from scratch. Your existing revenue history and registration documents should simplify the application considerably. Keep in mind, however, that the permit requirement applies to you regardless of how long your business has been active, and the enforcement deadline for existing operators is May 1st, 2026. The sooner you apply, the better.

What if I only conduct business with non-Georgian customers?

Under the current wording of the Ordinance, the permit requirement applies if you have self-employment status in Georgia, regardless of who your clients are. The Ordinance does contain a remote work exemption for individuals whose activity does not require their physical presence in Georgia, but how broadly this will be interpreted in practice remains one of the unresolved questions of the new system. We'd recommend not relying on this exemption without taking proper legal advice first, as the consequences of getting it wrong outweigh the cost of simply complying.

Do I still need to apply for visa/residency if I’m staying in Georgia on a visa-free entry?

Yes. Obtaining the labour permit triggers an obligation to formalize your immigration status beyond the visa-free entry, so if you're currently operating on a visa-free stay, you will need to upgrade your immigration status in order to activate and maintain your labour permit.
