A Labour Permit  (also known as "Right to Work", "Work Authorization", and "Special Labour Permit") is required in the following cases:

- Applying for a D1 visa or Work/IT residence permit in Georgia

Application Procedures

The Process For Self-Employed Individuals and Directors:

In the case of self-employed individuals and directors of LLCs, you can apply for the labour permit directly. This requires:

 Passport

 Georgian residency card if the applicant has one

 Business extract & Revenue Service turnover document of the Individual Entrepreneur or the LLC.

 Small Business Status certificate for an Individual Entrepreneur or Service/Employment Agreement for a director

 CV of the applicant

 Other basic information

The Process For Employees of Georgian Businesses:

In the case of employees of a Georgian business, the process consists of two stages:

1. Posting a job opening. (Requires information about the position.)

2. Requesting a labour permit. (Requires everything listed above.)

Who has to obtain the labour permit?

Every foreign individual who is employed by a Georgian business, is a director at a Georgian LLC, is registered as an Individual Entrepreneur in Georgia, or has other labour or entrepreneurial activities in Georgia is obliged to obtain a labour permit.

Exceptions apply. See below.

Who is exempt from the obligation to obtain the labour permit?

Some of the common categories of individuals exempt from the labour permit requirement are:

- Those that provide employment or services exclusively to non-resident clients who have no activities in Georgia

- Those who work entirely remotely for a Georgian business, and this activity does not require them to enter Georgia

- Those who hold a permanent, investment, or special residence permit

- I am a director or audit committee member of a Category 1, 2, or 3 Georgian enterprise

Those who carry out short-term professional activities in Georgia as defined under Georgian legislation

- Those who work in a diplomatic mission accredited in Georgia, a consular institution of a foreign country, or a legal representation or body of an international organization

Do shareholders of LLCs have to apply?

Having shares in a Georgian LLC does not, on its own, require you to apply for a labour permit. However, if, at the same time, you are a director or an employee of the LLC, you have to obtain a labour permit.

Is the labour permit required for visa or residency?

Even if, under the general rules, you don't have to apply for a labour permit, you need to obtain it if you wish to qualify for a D1 visa, work residency, and IT residency.

Where can I apply from? Do I have to be in Georgia to apply?

Your presence in Georgia is not required. The application is submitted through the Government's online portal, so you can apply from anywhere in the world. The process is fully digital, including the mandatory video interview with the Government representative.


However, your physical location is relevant at the time of approval. If you are already in Georgia when your permit is approved, you will need to apply for a residence permit within 10 calendar days. In contrast, if you are not in Georgia, you'll need to apply for a D1 visa from abroad within 30 calendar days.

Do I still need to apply for a visa/residency if I can benefit from the 1-year visa-free entry?

Yes. Obtaining the labour permit usually triggers an obligation to formalize your immigration status beyond the visa-free entry. So if you're currently operating on a visa-free stay, you will need to upgrade your immigration status in order to activate and maintain your labour permit.

Exceptions apply only to those who:

- Work entirely remotely for a Georgian business, and this activity does not require them to enter Georgia

- Hold any type of residence permit

Can you assist with residency permits after getting a labour permit?

Are there any additional fees?

Yes. In addition to our service fee, the Government charges 200 GEL for standard processing (up to 30 calendar days) or 400 GEL for expedited processing (up to 10 business days). These fees are paid directly through the application portal.

Foreign nationals conducting entrepreneurial activity or working for a Georgian business must now obtain a Labour Permit. This applies to both employees and self-employed individuals. Those providing services to non-residents of Georgia, as well as permanent residents, investment residence holders, diplomats, refugees, and certain treaty-based categories are exempt.
